This issue was completely resolved as of 03:17 when our upstream provider resolved their problems with DNS resolution.

Monitoring

Mitigations appear to be successful. Some percentage of websocket clients may continue to experience difficulty connecting while their DNS caches hold reference to the affected resources.

Identified

One of the EU availability zones appears to be suffering network disruptions, which are degrading service quality without being severe enough to have the resources automatically pulled from service. Mitigations are being put in place.
