Inconsistent presence status in presence channels

We have noticed a problem with our cleanup process for presence status that causes users to show as online even after they have gone offline.
We have solved the underlying issue and have ensured steps to prevent this from happening again.
This issue was present on the MT1 cluster. Other clusters were not affected.
