Channels client-stats outage during migration

The client stats API experienced an outage that resulted in errors on the web clients using pusher-js SDK. The client stats failures are isolated and do not disrupt or break any of the SDK functionalities for customers. During this outage all services were operational, and it did do not cause any message loss or interruption. The client stats API collects metrics about connections.
